The Ministry of Petroleum and Mineral Resources of the Federal Government of Somalia has officially announced that the Downstream Petroleum Regulation will be implemented from June 21, 2025.
A statement from the Ministry stated that this step was decided at a key meeting held on May 21, 2025. This regulation will govern all businesses involved in the refining, storage, and distribution of oil and gas in Somalia.
The Ministry stated that it refers to the meeting held on May 21, 2025 between the Ministry of Petroleum and oil and gas traders, which discussed the most appropriate way to implement the Downstream Petroleum Regulation, and shared with Somali traders the following issues:
1. The Ministry of Petroleum and Mineral Resources prioritizes the implementation of the Downstream Petroleum Regulation.
2. The country’s oil traders have a period of one month starting from 22 May 2025 and ending on 21 June 2025 to comply with the provisions of the Downstream Regulation.
3. The Ministry expects oil and gas traders to complete and meet all the requirements set out in the Downstream Regulation.
4. Starting from 21 June 2025, the various types of oil and gas to be imported into Somalia must comply with the standards and quality standards for oil specified in the Downstream Regulation.
5. Starting from 21st June 2025, companies exporting oil and gas to Somalia whose quality does not meet the standards set out in the regulatory law will face legal action.
The Ministry of Petroleum thanked Somali oil and gas traders for their cooperation, and encouraged and urged them to fully comply with the laws and regulations that promote and protect the quality and standard of oil and gas.
