The Permanent Secretary of the Ministry of Justice and Constitutional Affairs of the Federal Government of Somalia, Faisal Adan Hassan, today opened a consultation meeting focused on the establishment of a National Committee for the Implementation of International Law in Times of War.
The meeting, which was attended by experts from the ICRC, government officials and civil society organizations, discussed the structure, mandate and role of the committee, while analyzing best practices and experiences from other countries.
The Permanent Secretary noted that Somalia was one of the first countries in the world to sign the Geneva Convention after the colonial era, indicating that this signing results in extensive obligations on the Government, which necessitate its systematic and legal formulation and implementation, so that it becomes a national obligation that can be fully implemented.
Finally, the Permanent Secretary particularly thanked the ICRC for its role in the meeting, pointing out that fulfilling this mandate is not limited to a single institution, but requires the cooperation of all government agencies, in order to establish an effective mechanism to achieve the desired objectives.
