Puntland security forces arrested independent journalist Dalmar Socdaal in Galkayo last night after he was arrested by Galkayo from Galmudug, a region previously banned by Puntland.
Reports indicate that the journalist was tortured before being arrested, sparking outrage among Puntland media organizations and journalists.
The Puntland administration has recently publicly opposed the national identity card, which the federal government has launched in Galkayo.
The governor of Mudug region of Puntland, Faysal Sheikh Ali (Jifojabsade), has threatened that anyone who participates in the NIRA registration process will lose their Puntland citizenship rights and action will be taken against them.
The governor of Jifojabsade has made it clear that Puntland does not allow federal registration in its regions.
