PROFILE AND POLITICAL PROGRAM OF PRESIDENTIAL CANDIDATE NUCMAAAN SH CUMAR TUURE.
INTRODUCTION
This program is based on a political vision based on the Somali Constitution, Islamic Sharia, national unity, peace, reconciliation, good governance, democracy, economic growth, youth employment and the development of social services.
The candidate believes that Somalia has many people, resources and opportunities that if managed fairly and efficiently can bring the country to sustainable development and stability.
Special priority is given to youth, women, scholars, traditional elders, intellectuals, businessmen and all segments of Somali society.
1. CONSTITUTION AND ISLAMIC LAW
My program is based on the Constitution of the Country.
Article 2 of the Federal Constitution of Somalia states:
Islam is the State Religion.
No religion other than Islam may be propagated in the country.
No law may be issued that is inconsistent with the General Principles of Islamic Law and its Objectives.
Based on the Constitution of the country, I will work to implement the principles of Islamic Law, by preparing training, awareness-raising and institutions that have the power to implement that system in accordance with the Constitution and the laws of the country.
I will work closely with the three national institutions:
Legislative Authority
Executive Authority
Judicial Authority.
2. EXECUTIVE AGENCY
A. National Security
Without security, progress cannot be achieved.
I will give special priority to:
Reforming the Armed Forces.
Equipping and strengthening the forces.
Protecting the land, sea and air of Somalia.
Unifying and improving military training.
Strengthening the Federal and state police forces.
Protecting the country’s borders.
Caring for wounded soldiers.
Care for orphans and families of soldiers who died in the line of duty.
Improving the standard of living of Somali soldiers.
Building trust between the public and the military.
Dialogues will also be initiated with youth who have taken up arms to mislead in the name of religion, using dialogue, awareness-raising, reconciliation and effective security strategies.
Radical ideology will be combated in particular, using force and tactics, awareness-raising and counter-ideology.
Once security is achieved, the country’s development can be fully pursued.
3. SPORTS AND YOUTH JOBS
Youth are the backbone of Somalia’s future. Therefore, we will develop a national plan to promote:
Sports and various sports.
Youth employment.
Vocational and technical training.
Small and medium-sized businesses.
Investment opportunities for youth.
Youth participation in politics and governance.
Programs to prevent youth from joining armed groups and extremist ideologies.
We will also gather the knowledge, experience and talent of Somali politicians, recognizing them as national assets. Councils will be created for them to use their advice and experience to serve the country, with an appropriate system and budget.
4. GENUINE NATIONAL RECONCILIATION.
Reconciliation is the most appropriate path to achieving a united, united Somalia with a bright future.
Reconciliation will begin from:
Well → Village → District → Region → State → Nation.
We will work on:
Reconciliation of Somali society.
Strengthening the Federal Government.
Strengthening the state governments.
Correcting the flaws in the federal system.
Real cooperation between the Federal Government and the state governments.
Dialogue with youth who are fighting with weapons.
Opening rehabilitation and awareness centers.
Traditional elders will have a prominent national role. A system to support traditional elders will be included in the budget, so that they are independent from other financial hands.
5. SOMALILAND ISSUE
The Somaliland issue is a matter of fundamental importance:
Somali unity, coexistence and brotherhood among Somalis.
If the Somali people elect me, I will strengthen the previous agreements regarding the Somaliland Special Arrangement, and I will take a path of effective dialogue.
I will apologize for the suffering and genocide that the military regime has inflicted on the Somali people, especially the people of Somaliland.
Excuses alone are not enough. Therefore, I will begin a real dialogue to build trust, justice, brotherhood and a lasting political solution.
6. ECONOMIC INFRASTRUCTURE
To encourage domestic and foreign investment, we will prioritize:
Road construction.
Economic infrastructure.
Development of ports and trade centers.
Marketing of domestic products.
Encourage domestic investment.
Attract.
attracting foreign investment.
Creating confidence in which businessmen and investors operate.
7. EDUCATION
Education is the key to the future of the country.
We will:
Encourage private education.
We will improve public education.
We will build new educational institutions.
We will ensure an educational opportunity for every citizen.
We will make public education free to the extent of government capacity.
We will give students the opportunity to choose between public and private education.
The Teacher
The teacher is the second father of our children.
We will take care of teachers working for the government, and we will work on:
Increasing the salary and living conditions of teachers.
Continuous training.
Care for teachers.
Support for the family of a teacher who dies while performing national service.
8. HEALTH
We will encourage:
Private hospitals.
Investment in health.
Strengthening government hospitals.
Construction of new government hospitals.
Accessible basic health services, especially for the vulnerable.
Maternal and child health care.
The mother is the backbone of society.
Therefore, we will work to ensure that every Somali mother has access to basic health care.
9. PRODUCTION, LIVESTOCK, FISHERIES AND TOURISM.
Production is the backbone of the country’s economy.
We will work on:
Promoting and fattening livestock.
Developing agriculture.
Protecting marine resources.
Protecting natural resources.
Finding markets for Somali products.
Developing tourism.
Promoting free trade.
Ensuring food security.
The goal is for a Somali family not to worry about what they will eat tomorrow.
We will also strengthen plans to prevent:
Droughts.
Floods.
Natural disasters.
We will continue efforts to forgive Somalia’s debts and make them fruitful.
10. FOREIGN AFFAIRS
Somalia needs a foreign policy based on:
Nationalism, honor, good neighborliness and national interest.
We will work on:
Good relations with neighboring countries.
Peaceful coexistence among countries in the region.
Good relations with the international community.
True friendship with African countries and the Islamic world.
Strengthening Somalia’s role in the United Nations.
Strengthening Somalia’s role in the African Union.
Strengthening relations with the Arab League.
We want Somalia to be officially present wherever national interests are at stake, and to honorably fulfill its international obligations.
Reforms will be made to:
Somali embassies.
Diplomatic services.
The value and reputation of the Somali passport.
Marketing a positive image of Somalia.
Attracting foreign investment.
11. LEGISLATIVE INSTITUTION
A. Completing the Constitution
We will work to complete the Interim Constitution.
The Ministry of Constitution and relevant institutions will be given time and authority to complete the work on the constitution, so that the Somali people will have the opportunity to vote on their Constitution in a referendum.
B. Federalism
Somalia is a federal country.
We will work to remove any conflict and clan-based elements from the federal system, and replace it with a system based on:
Region, constitution, law, power sharing and social services.
We will work closely with the heads of state.
C. Banadir Region and the Status of Mogadishu
I will work to ensure that the Federal Parliament of Somalia reaches a constitutional and legal solution to the status of Banadir Region and the capital Mogadishu, in consultation with the people and local residents.
D. One Person One Vote
During my term in office, I will work to ensure that the country achieves:
ONE PERSON ONE VOTE ELECTION
The Somali people must have the opportunity to directly elect their representatives.
E. Multi-Party System
I will implement and strengthen the multi-party system, so that Somali politics moves from dependence on individuals to a party and program-based system.
12. JUDICIAL INSTITUTION
The judiciary must be independent of the Executive and Legislative Branches.
Justice is the backbone of social life.
I will work to:
Independence of the judiciary.
Building justice institutions.
Strengthening the courts.
The establishment of the Constitutional Court.
Access to reliable justice services.
Increasing public confidence in the judiciary.
Providing avenues of justice, reconciliation and rehabilitation for the country’s youth who are fighting.
13. CLERGY AND THE ROLE OF RELIGION
We will be ready to gradually and systematically prepare the country for the application of the principles of Islamic Sharia, while protecting the Constitution and the unity of the people.
Clergy will have an important role to play in.
regarding:
Public awareness.
Peace and reconciliation.
Combating extremist ideology.
Teaching the true religion.
Developing morals and social cohesion.
Scholars will receive state support and care, without distinction as:
Congregation, religious group or political sect.
Mosques and Quranic schools will be provided with appropriate support, while respecting their religious independence.
Imams and muezzins of mosques, where the law and the power of the state allow, will be provided with a support and care system within the national budget.
14. MEMBERS OF BOTH HOUSES
To the members of the House of the People and the Senate, I promise:
1. I will share with you the appointment of the Prime Minister, taking into account the advice and views of Parliament and the constitutional responsibility.
2. We will respect the laws passed by both Houses, and we will ensure that the constitutional procedures are followed for their signing and implementation.
3. We will protect the independence and constitutional authority of the House of the People and the Upper House.
4. We will appoint the officials of the judicial institutions assigned by the Constitution to the President, in accordance with the proposals of the relevant institutions.
5. The appointment of high government positions, ambassadors, consulates and commanders at the federal level will be based on ability, knowledge, integrity and national interests, in accordance with the Constitution and the laws of the country.
International agreements will also be subject to constitutional procedures in the Council of Ministers and Parliament.
15. NATIONAL VISION
I believe that Somalia needs leadership that:
brings peace, unites the people, upholds the constitution, employs the youth, takes care of the armed forces, strengthens justice, develops the economy, and gives the people a chance to have their say.
Somalia has no more time to waste on endless conflict.

SUMMARY AND CONCLUSION
This program is a political commitment based on the Constitution, Islamic Sharia, national unity, peace, justice and development of Somalia.
I believe that Somalia has a talented population, many young people, intellectuals, businessmen, scholars, traditional elders and politicians with extensive experience.
The greatest asset of the country is not only the land and natural resources; the greatest asset is the Somali people and their talents.
Therefore, we are building a Somalia where the people have the power, where the laws work, where justice is independent, where the national army protects the people and the country, and where the youth have access to education, jobs and a future.
