MP Abdirahman Abdi Shakur, one of the members of the Somali People’s Assembly, has strongly criticized the recently appointed Transitional Committee of the two houses that will work on preparing the rules for the elections.
In a long report he wrote on his point X, he revealed to Abdirahman Abdi Shakur that the Constitution stipulates that the two houses of the Parliament can work together only when:-
1- Election of the President.
2- Review of the Constitution and.
3- The budget allocation law agreed upon by both houses.
He reasoned that the Upper House of Parliament was established to scrutinize the laws and regulations passed by the People’s Assembly, and look at the interests of the people in general and that of the states they represent.
MP Abdirahman called it illegal to set up a temporary committee without the laws assigned to it before the House. the interim approved by the Council.
The representative accused the House of People’s Committee of being in the pocket of the President, he also blamed them for trampling the Constitution and the bylaws of the House, but it is unfortunate that the Speaker of the Upper House, Senator Abdi Hashi who was expected to join the group.
