The Implementation Plan for the New Constitution Approved by the Federal Council of Ministers of Somalia.

The Somali Cabinet, which met today in Mogadishu, focused on the implementation of the new Constitution, the approval of policies, international agreements and important regulations for governance.

The meeting, chaired by Prime Minister Hamsa Abdi Barre, specifically discussed the Implementation Plan for the Federal Constitution of Somalia, which was presented to the Council by the Ministry of Justice and Constitutional Affairs.

The Ministry presented a plan to ensure that all provisions of the Constitution are implemented between 2026 and 2029, taking into account the political circumstances and the needs of government institutions. The plan also outlines work priorities for the next 12 months.

The Prime Minister said that the Constitution officially came into effect from the day it was signed by the President and published in the official gazette, however, its technical implementation is a process that requires time and comprehensive institutions, especially in the areas of administration and public services.

The Ministry of Justice also proposed that the Council of Ministers adopt a resolution outlining the priority tasks set out in the Constitution to be carried out in the next 12 months, including the establishment and operation of key institutions such as the Judicial Service Commission and the National Revenue Agency.

Meanwhile, the Council of Ministers heard a report on the one-person, one-vote elections held in some districts of the South West, and the role of the National Media in raising public awareness. A report was also presented on the political dialogues leading up to the elections led by the President of the Republic.

The meeting also approved the promotion of Mohamed Rabi’ Yusuf to the position of Deputy Ambassador to the United Nations, making him the second Somali ambassador to the organization.

Finally, the Cabinet approved several policies, agreements and regulations, including the National Policy for the Development of Sports in Somalia, the Regulation on the Reintegration and Unification of Social Insurance, an Investment Cooperation Agreement between Somalia and Saudi Arabia, the Renewal of the Education Agreement between Somalia and Turkey, and the Law on the Administration of District Councils in the Banadir Region.
