Eritrea has complained to the United Nations Security
\nCouncil about Kenyan allegations that it sent weapons to Islamist
\nrebels in Somalia, calling for an independent investigation to judge
\nthe dispute.
\n\u00a0
\nForeign Minister Osman Saleh said in a letter to the Council that
\nEritrea was confident an investigation would find Nairobi’s
\n“defamatory” accusations to be baseless, and urged the United Nations
\nto take action against Kenya in the dispute.
\n\u00a0
\nNairobi has accused Eritrea of flying in weapons for al Shabaab, an
\ninsurgent group liked to al Qaeda which has been fighting the
\nWestern-backed Somali government since 2007, and which is now also
\nbattling Kenyan forces.
\n\u00a0
\n“If, as Eritrea confidently believes, the investigation determines
\nthat there is no basis whatsoever to the very serious and harmful
\naccusations by the government of Kenya, Eritrea calls on the Security
\nCouncil to take action that would redress the injustice suffered by
\nthe people and government of Eritrea,” Saleh wrote in the letter, seen
\nby Reuters.

\n“Defamation of a member state of the United Nations should not be
\nindulged in with impunity and must not be tolerated, given its
\nnegative implications for regional peace and security,” he said in the
\nletter, dated November 16.
\n\u00a0
\nKenya sent troops into Somalia, its anarchic neighbour, last month to
\nrout the insurgents which it blames for kidnappings of Western aid
\nworkers and tourists on Kenyan soil, and frequent cross-border
\nincursions.
\n\u00a0
\nNairobi says it has credible information that consignments of arms
\nwere flown to the Somali town of Baidoa from Eritrea. Kenyan officials
\nhave said that Eritrean denials are not enough, and that it should go
\nfurther and denounce al Shabaab.
\n\u00a0
\nSaleh’s letter to Jose Filipe Cabral, the Security Council’s rotating
\npresident for November, gave no details on who might conduct the
\ninvestigation, nor did it say what action Eritrea wanted.
\n\u00a0
\nHowever, Eritrea’s envoy to the African Union said the Kenyan
\nallegations should be publicly dismissed as a first step.
\n\u00a0
\n“It is up to the UN Security Council to take whatever action it feels
\nappropriate and necessary to rectify such baseless allegations and
\ndefamation of a member state,” envoy Girma Asmerom told Reuters.
\n\u00a0
\n“However, as a starter, I strongly feel that the UN Security Council
\nshould urge the government of Kenya to publicly rescind its baseless
\naccusation against Eritrea,” he said.
\n\u00a0
\n“Frenzied Campaign”
\n\u00a0
\nKenyan officials have said the weapons consisted of shoulder-fired
\nrockets, grenades and small arms munitions, and that they have been
\nmoved to areas in southern and central Somalia.
\n\u00a0
\nSlapped with an arms embargo, assets freeze and a travel ban for some
\nof its officials in 2009, Eritrea faces another round of measures over
\ncharges it was aiding militants fighting to overthrow the
\ninternationally-backed Mogadishu government.
\n\u00a0
\nAsmara accuses Ethiopia of being behind the claims through a “frenzied
\ncampaign” to isolate and weaken its government. The neighbours fought
\na two-year war over disputed territory a decade ago but the frontier
\nspat has yet to be resolved.
\n\u00a0
\nScores of Ethiopian military vehicles carrying soldiers have been
\nspotted by residents in Somalia’s frontier towns in what could be a
\njoint attempt to flush out al Shabaab.
\n\u00a0
\nEthiopian officials, however, say they have yet to decide on deploying
\ntroops, though they are committed to a regional initiative to
\nstabilise the lawless Horn of Africa country.
